GoM acknowledges CREDAI- MCHI’s long-standing demands on clearance of airport NOC, betterment charges in the NAINA Area, and more to boost Mumbai realty
Mumbai, 30th September 2022: As the bottlenecks plaguing the Navi Mumbai region were removed through the concerted efforts of the current Chief Minister of Maharashtra and the then Urban Development Minister Shri Eknath Shinde, CREDAI-MCHI, and CIDCO, the implemented measures have already brought in a sea of change to the region’s infrastructure. In a recent meeting held at CIDCO Bhavan between Dr. Sanjay Mukherjee, Vice Chairman & Managing Director of CIDCO, & Raajesh Prajapati, Task Owner of CREDAI-MCHI, CIDCO informed about some major decisions taken w.r.t the relief measures announced earlier. The measures which have been evaluated by the committee will now be implemented, further aiding the meteoric growth of the region’s development process.
The process was initiated back in May 2022, when CREDAI-MCHI, CIDCO & GoM made some major relief announcements to the real estate industry of Navi Mumbai as a part of the ‘Navi Mumbai Housing Revival Program’. The implementation has been actioned as the state was undergoing changes in the government earlier. Some of the major changes include an extension of the period of 4 years for construction of all plots taking additional FSI under UDCPR, execution of Modified Agreement as per UDCPR, and clearance of Airport NOC issuance from CIDCO. Apart from these, letters have also been issued to MahaRERA to deregister unauthorized projects in the NAINA area, among others. In MMR, real estate continues to provide a good hedge against inflation and such measures continue to further boost the growth of the market in the region
Speaking on the implementation of the relief measures, Dr. Sanjay Mukherjee, VC & MD, CIDCO said, “CIDCO as a progressive-minded organization is glad to announce that most of the proposed relief measures under the ‘Navi Mumbai Housing Revival Program’ have been implemented while some are still under process for approval by the state government. These measures will surely give a fillip to the real estate industry in Navi Mumbai. CIDCO has been at the forefront in acting as a catalyst for bringing an optimistic change in Navi Mumbai’s business environment.”
Mr. Boman Irani, President, CREDAI-MCHI stated “MMR has witnessed a spurt in sales this year, surpassing the sales made last year. Navi Mumbai is a grousing city, and we are happy that as an association we could highlight the issues of the real estate industry and get them resolved with the help of CIDCO. We continued to coordinate with the government authorities to enable a seamless flow of information for the recommendations tabled and we hope that the holistic measures will be able to revamp the industry.”
Mr. Raajesh Prajapati, Task Owner for CREDAI-MCHI said, “The real estate industry in Navi Mumbai was under tremendous stress due to several challenges. We are thankful to Hon. Chief Minister Shri Eknath Shinde Ji for addressing the issues thoughtfully and in the right spirit. These relief measures will go a long way in the revival of the real estate industry which has already seen an upswing in Navi Mumbai and is helping thousands of home buyers get their flats. We request the GoM to quickly act on the proposals submitted by CIDCO so that new areas like Dronagiri, Pushpak Nagar, etc can benefit from these measures.”
10 Major relief measures which have been implemented are as follows:
1. Extension of up to a period of 4 years for construction of all plots taking additional FSI under UDCPR
2. Grant of time extension up to 3 years on a single application
3. Universal grant of 9 months to all plots as Covid relief
4. The betterment charges in NAINA area are reduced and the infrastructure contribution charges are proposed to be recovered from the last beneficiary, the end user, and not from the first owner
5. Instalment facility for payment of premium charges
6. Execution of Modified Agreement as per UDCPR
7. Clearance of Airport NOC issue from CIDCO’s side
8. Instalments in payments of infrastructure charges in the 22.5% scheme
9. EODB cell has been established
10. Letters have been issued to MahaRERA to deregister unauthorized projects in NAINA area.
Some announcements which have been followed up & sent to the government for clearance are:
1. Committee for financial issues raised by developers has been formed & final clearance is expected soon
2. Proposal for implementation of regulation 10.15 has been sent to GOM for final approval
3. Proposal for placement of officers at CIDCO Bhavan for speedy disposal of maveja issue has been sent to GOM
With respect to the new issues brought forward by Task Force CIDCO clarified the following:
1. Issue of 0.1 FSI in PMC will be resolved after a dialog between PMC officials & CIDCO officials.
2. Implementation of TDR in CIDCO plots under PMC has been approved in the last Board meeting & has been sent to GOM for approval
3. Plinth CC and Habitat CC will not be insisted upon by CIDCO
4. Proposal for implementation of UDCPR Clauses in NAINA areas are under consideration
5. CIDCO is open to suggestions regarding the construction of roads by individual developers on a case-to-case basis
